Mr Hamilton Fish moved a resolution demanding that the House of Representatives should set up an investigation committee of five members to. consider the German White Book, declaring: “If the facts warrant the impeachment of any Ambassador or Minister, or even the President, for making secret commitments that might jeopardise United States neutrality, it is the House’s duty to initiate impeachment proceedings.”
