Official circles emphasise that the whole matter of the recall of the Soviet Ambassador (M. Souritz) is confined to the personal actions of M. Souritz and does not imply a rupture of diplomatic relations, although France is determined to see that her rights are respected. It is revealed that M. Souritz had not even bothered to draft the offending telegram in code, but used plain French and handed in the telegram like an ordinary private message.

M. Reynaud is arranging' conferences in Paris with the principal French diplomatic representatives in Europe.
