Following on his statement that Japan’s policy was one of independence and non-involvement in the European war. the Japanese Foreign Minister (Mr H. Arita) told the Diet that Japan would not put obstacles in Germany's way by joining hands with Britain or America during the European war. He added that Japan was certain of the outcome of the war, but that the matter was too delicate to explain further.
