After the ratification of the RussoFinnish Treaty, for which the Paasikivi delegation of five has arrived at Moscow, the Finnish Government is expected formally to resign. It is explained that the fact that the present Cabinet is considered to be an interim War Cabinet necessitates its resignation and the appointment of a new Government of Reconstruction.
