The Heavy Industry Commissariat journal reveals a considerable lag in Hie Russian oil programme. The 1940 plan provided for the operation of 2.135 new wells. Only' sixty-one have been opened in the Baku area in lhe first two months, instead of ninetyseven as planned. There is a similar lag in other regions. The output of the “Little Baku” area fell sharply in recent months because only thirty per cent of the plan for new wells was implemented. The journal declares that the 1940 schedule represents a minimum programme. Industrial and military interests demand that the lag in drilling operations be overcome.
