EXPRESSION OF GRATITUDE IN FINLAND. RUGBY. March 16. The comments of the Finnish newspaper “Helsingin Sanomat" on the scale of the Allied assistance to Finland have been read here with pleasure. The paper expresses gratitude for the supply of war materials and the final offer of troops and adds: “It encourages us to believe that Western culture may be saved by the common efforts of these nations.” FINNISH REFUGEES PLANS FOR RECEPTION IN CANADA. NEW YORK, March 16. The Ottawa correspondent of the United Press of America says that members of the Canadian Government have given approval to an informal proposal to settle Finnish refugees in the northern stretches of Canada. A spokesman of the Mines Department issued a statement that it would provide a satisfactory solution of the war time shortage of northern miners. Finnish relief funds, it is believed, may be used to assist the project. BRAZILIAN OFFER ADMISSION OF IMMIGRANTS. RIO DE JANEIRO. March 15. The Brazilian Immigration Council has decided that all unfulfilled quotas for five years will be applied to Finland, thereby permitting the admission of at least 100,000 Finns. The Brazilian Government will grant free land and financial help.
