RUSSIAN=RUMANIAN ACCORD
AS OUTCOME OF DISCUSSIONS
IN BERLIN.
SETBACK TO THE ALLIES PREDICTED.

Encouraged by their own estimates of the Allies’ diplomatic setback resulting from Finland’s defeat, Nazi spokesmen, according to the Associated Press of America Berlin correspondent, are hinting that another British and French disappointment is due in a reported impending Russian-Rumanian accord, to which secret negotiations in Berlin are leading. Both Nazi officials and Rumanian Legation officials in Berlin suggest that the whole complexion of the international situation may change before next week. Meantime. Italian participation has intensified economic diplomacy. German sources report that negotiations for a Russian-Ital-ian trade agreement are nearing a conclusion, while according to the Rome radio, a treaty dealing with Rumanian oil exports to Italy is being signed shortly, whereupon a second Italian delegation is going to Bucharest to negotiate a trade agreement replacing the present pact.
