At the opening of Parliament, King Carol declared that Rumania will stand in defence of her neutrality and her frontiers and that all the nations’ resources will be thrown behind the Army, “the supreme guarantee of our. independence and the integrity of our frontiers. This will entail sacrifices, including materially higher taxes.” The King said he was sure that the people would accept these burdens for the sake of their country and peace. Rumania would continue to maintain strict neutrality in the fields of foreign commerce (presumably a reference to oil).
