Senator Reynolds and Representatives Jennings and Randolph have introduced resolutions into Congress seeking to authorise President Roosevelt to negotiate with Britain for the cession of Caribbean possessions in part payment of war debts. They named Bermuda, the Bahamas. Jamaica, Trinidad, Tobago, Barbadoes. Leeward, Antigua. St Kitts Nevis, Dominica, Grenada, the Grenadines. St Lucia. St Vincent, and British Honduras.
Senator Reynolds claimed that possession of these places was necessary for the adequate protection of the Panama Canal.
