It j rejected by 108 votes to 105 an amendI men!, to the'- State Department’s Appropriation Bill withholding the funds for the salary of the Ambassador in Moscow and by 93 votes to 38 an amendment prohibiting the State Department from maintaining an Embassy in Russia. The Senate Foreign Relations Committee approved a Bill increasing the capital of the Export and Import Bank by 100.000.000 dollars so as to permit loans to China and Finland. The Bill limits these to 20.000.000 dollars each. The loan administrator of the bank revealed negotiations for a new loan to China, to be repayable in tin. The Bill permits China to receive the 20.000,000 dollars in addition to 25.000,000 dollars previously lent. PLEDGES BROKEN MR CORDELL HULL CITES INSTANCES. (Received This Day. 9.45 a.m.) WASHINGTON. February 8. The Secretary of State, Mr Cordell Hull, informed the Foreign Relations Committee that a continuance of relations with the Soviet was not wholly contingent on the fulfilment of the Litvinov pledges, preceding recognition. Mr Hull cited several occasions when the State Department believed Russia was not fully meeting such obligations, including the holding of a Comintern congress in Moscow in 1935 and arrests of American citizens.
