AMERICAN NEUTRALITY REGULATION. PROBLEM FOR DEPARTMENTS. By Telegraph—Press Association—Copyright. (Received This Day, 9.45 a.m.) . NEW YORK. February 8. The Washington correspondent of the "Journal of Commerce" states that the ii/iport business has been in confusion since the regulation effected on January 26, based on the Neutrality Act, requiring senders of cheques to belligerents to furnish an oath that the title had been transferred to the addressee before dispatch of the goods. The Justice, Post Office and'State Departments arc ’attempting lo frame now regulations.
