He emphasised the duty falling upon those who remained at home assisting to the utmost of their capacity those who went overseas. He explained how various organisations were carrying out duties allocated to them, the National Council being purely an advisory body. He said it. was hoped that there would be sufficient money left in the National Fund at the end of the war to serve as reservoir for unforeseen circumstances and' also to assist the poorer provincial councils. 'The provincial councils were concerned at the moment with the entertainment of troops within the camps and whilst on ' leave the supply of sports gear and equipping of bands. The ultimate aim was the provision of funds to be used, as in the last war, to assist men returning to civilian life.
