REPORTED EXTENSION OF AGREEMENT REGARDED AS DIPLOMATIC ACHIEVEMENT. FREE HAND FOR RUSSIAN IN WEST. By Telegraph—Press Association— Copyright. LONDON. January 1. The Kremlin has scored a major diplomatic achievement by reaching i’.n agreement with Japan to extend foi another year the Fishing Convention Pact, says the Moscow correspondent of the "News Chronicle.” The pact provides for the demarcation of the entire- Soviet-Manchukuoan frontier. Manchukuo agrees to pay a long-over-due final instalment for the transfer of the Chinese Eastern Railway. Russia is reported to be willing to continue the discussions with a view to signing a long-term convention. The agreement is expected to herald friendly relations in the Far East, leaving Russia a free hand in the west.
