United Press says that the Japanese Prime Minister, General Abe, wilt receive today a no-confidence petition signed by 240 members of the Lower House declaring that the Government’s programme is unsatisfactory and blaming Cabinet for the recent rice and fuel shortages and failure to regulate prices in the people’s interests. Parliament will reconvene on January 20 after the New Year recess. General Abe's associates declare they' will try to hold the Cabinet together in the face of the attacks that are expected, believing that the situation is not serious, but party leaders assert that the dissatisfaction is spreading and that the Government's resignation may be expected. Neutral observers believe the opposition groups are at present not unified. NEW CONSUL APPOINTED TO WELLINGTON. COMING FROM ARGENTINE. TOKIO, December 27. Mr Kichi Fukuma, who is at present a member of the Japanese Legation in the Argentine, has been appointed Consul-General in Wellington. He will arrive in about three months. The present Consul-General in Wellington, Mr Gunji, is appointed ConsulGeneral in Honolulu.
