The Under-Secretary of State, Mr Sumner Welles, replying to the statement by the Soviet Foreign Minister, M Molotov, in which he chided the United States regarding is relations with Cuba, said: “Certainly the policy of the United States towards its neighbour, Cuba, has not been a policy which manifested itself in ruthless military invasion of that neighbour nor the slaughter of helpless civilians by bombardment from the air.”
