BOROUGH AFFAIRS
CARTERTON COUNCIL FINAL MEETING OF THE YEAR. CENTENNIAL BATHS PROPOSAL. ("Times-Age" Special.) The final meeting of the Carterton Borough Council for 1939 was held in the Council Chambers last evening. The Mayor (Mr D. L. Tave'rner) presided. There were also present Councillors H. Mortensen, E. McKenzie, C. J. De Lacey, J. Udy, R. A. Copeland and W. A. Hart. Apologies for absence were received from Crs Wolters, Clarke and Stevens. The treasurer’s statement showed a credit balance" at the Bank of New Zealand in the District Fund account of £304 14s lid, and a credit to the gasworks account of £389 9s 7d. Accounts in District Fund account amounting to £5lB 9s 8d and to £2OO Is 3d in the gasworks account were passed for payment. Correspondence was received from the Department of Internal Affairs acknowledging receipt of the Town Clerk’s letter in regard to the resignation of Mr W. Howard Booth as Carterton Borough member of the Assessment Court. As the appointment of Mr Booth was made by the Gov-ernor-General it was pointed out the resignation should be submitted to the Governor-General for his acceptance and approval. The matter was left to the Town Clerk to deal with. The Government engineer, Mr S. M. Rapon, wrote stating that large stones would be removed from the shoulders of the State Highway in the Carterton Borough when the grader was in the district.
Mr H. A. Trueman, Inspector of Health, wrote in connection with the dirty condition of the water at the swimming baths. He had visited the baths with the Medical Officer of Health on Friday, December 15. In their opinion the only practical method of dealing with an awkward position that had arisen was to completely drain off the dirty water and clean out the silt, after which the baths should be filled with clean water. It was decided that the matter be left over till the next meeting. The Works Committee reported as follows: It was resolved that the clerk be instructed tc procure quotations for a new tar boiler with motor and pump attachment. The clerk’s action in warning an offender against the borough by-law in reference to driving stock on an unauthorised road was confirmed. The action of the clerk in regard to the appointment of temporary bath attendants was confirmed. The work of cutting the grass on the side streets was authorised to be done immediately, the hay to be removed by the contractor. The report was adopted. The overseer’s report was also read and adopted. The report of the gasworks manager (Mr A. Ingley) was as follows: — During November a total of 37 tons 16 cwt of coal was carbonised for a gross return of 477,400 c.f. of gas, being an average of 12,540 c.f. per ton of coal. Consumers’ meters accounted for 404,600 c.f., works meters for 7,200 c.f., and the borough office meter for 500 c.f. The station meter was tested on December 4 by Mr Robertson, Messrs Alder and Mac Kay’s meter expert. During the month one bath heater and one gas cooker were installed, three faulty meters changed, three choked services cleaned and the usual routine work carried out at the works. The plant is working satisfactorily.
The Mayor reported that a meeting had been held in connection with the proposed Centennial Baths and it had been decided to conduct an art union in connection with the proposal. The County Council had been approached and was in sympathy with the proposal. A canvas had been made and already some £BO had been promised. A meeting will be held tonight to go further into the questions of ways and means. It was resolved to impose a 10 per cent penalty on rates not paid by February 15, 1940. Mr C. J. Fisher, of Costly Street, was appointed dog tax collector for the borough. The appointment of a permanent attendant at the swimming baths for this season was left in the hands of the Town Clerk. It was decided that the borough office bo closed for the holidays from Friday, December 22, to January 3 inclusive, and that the Town Clerk be granted his usual annua] leave from December 22. The season's greetings were extended to the mayor and councillors from various well-wishers, including the Carterton Fire Brigade. The Mayor wished the councillors, the town clerk, his assistant and the borough staff a Merry Christmas and a Happy and Prosperous .'New Year. Cr McKenzie, deputy-mayor, on behalf of councillors, reciprocated the good wishes of the Mayor and asked the Mayor to convey to Mrs Taverner the good wishes of the councillors. Cr McKenzie remarked upon the excellent work that had been accomplished by the mayor for under his able guidance many useful improvements had been carried into effect during the year. Cr Mortensen endorsed the remarks of Cr McKenzie.
