THREAT TO RUMANIA
NEW MILITARY DISTRICT IN SOUTH RUSSIA BEARING ON THE DEMAND FOR BESSARABIA. NEW COMMANDER OF RED AIR FORCE. By Telegraph—Press Association—Copyright. (Received This Day. 11.15 a.m.) MOSCOW, December 8. It is officially announced that a special military district has been created in the Odessa region along the Rus-sian-Rumanian frontier. This is considered significant in view of recent indications that the Soviet might demand the return of Bessarabia. It is also officially announced that General Smuchevitch. formerly commander of the Soviet Air Force in outer Mongolia has been appointed Commander-in-Chief of the Red Air Force.
