AMERICAN NOTE

THE BLOCKADE OF GERMAN EXPORTS COURTEOUS PROTEST MADE TO BRITAIN. ALL RIGHTS RESERVED. By Telegraph—Press Association —Copyright. (Received This Day. 11.30 a.m.) WASHINGTON, December 8. The American export blockade Note to Britain has been published. It tersely but courteously requests that “the British Government shall not cause interference with the legitimate trade of American nationals, and reserves all rights and the rights of its nationals whenever and to the extent that they may be infringed." The Note expresses regret at the issuance of the Order-in-Council and points out that if it were applied literally, it would subject American vessels to diversion to British posts. It insists that a breach of the blockade cannot arise, since American vessels are prohibited from entering the war area, nor does the question of contraband occur. NOTE BEING STUDIED ANNOUNCEMENT IN LONDON. (British Official Wireless.) (Received This Day, 11.45 a.m.) RUGBY, December 8. In connection with the decision embodied in the reprisals Order-in-Coun-cil of November 28 to seize German exports in neutral ships, regarding which representations have been received from a number of neutral Governments, the United States Government has now delivered in London a Note which is being studied by the British Government.
