Hundreds of German ships are trapped in ports throughout the world and huge quantities of goods awaiting shipment are piled up in the larger German ports. Importers are unable to unload and store goods which might arrive. The tragedy of the last war is being repeated. Firms are unable to build up financial reserves because of taxation and interest payments. He adds that the Govfernmenl must provide capital immediately to keep them afloat, and release them from rent obligations or provide substitute business.
