PLANS OF THE OSLO POWERS. LONDON, December 5. An Oslo message says Norway has invited Sweden and Denmark to confer on the Russo-Finnish crisis this Thursday. It is officially stated that the Scandinavian countries must discuss all means to get peace negotiations. They assume that this also was the basis of Finland’s appeal to the League. The Finnish and Swedish Governments today notified the League that they are mining their territorial waters adjacent to the Aaland Islands. NO INTERVENTION GERMAN ATTITUDE TO FINLAND. BERLIN, December 5. It is reported that Germany will not intervene in the Russian-Finnish dispute.
