Diplomatic reports received in Washington reflect growing indications that Russia wants to liquidate the Finnish situation before Christmas, after which she would move in the Balkans and the western Baltic. Informed circles are convinced that M Stalin is determined to obtain all the concessions demanded, particularly the Petsamo nickel-fields and the Aaland Islands-as a base . Russian troop concentrations on the northern border of Rumania and Bessarabia (North-East Rumanian) continue.
