NON-AGGRESSION PACT. ‘ CANCELLED BY SOVIET. The Finnish suggestion of a joint commission to investigate the incident is in accordance with an agreement between Finland and Soviet Russia signed in 1928, in which both countries agreed to refer such disputes to arbitration, a radio report states. Finland proposes that the mutual withdrawal of troops should be to 16 miles from the border. The Soviet Government has cancelled its non-aggression pact with Finland “because of Finland’s policy.” The Soviet Press continues to attack Finland and to feature resolutions passed at indignation meetings of peasants in Russia. It is reported from Helsinki that all army leave has been stopped. In regard to the German attitude in the crisis, it is stated that while the Nazi Government is sympathetic towards Russia, the sympathies of the German people are with Finland.
