ITALY’S PROBLEMS

POSITION OF UNCERTAINTY IN BALKANS EFFECT OF CABINET CHANGE IN RUMANIA. SAID TO BRING WAR NEARER. By Telegraph—Press Association—Copyright. NEW YORK. November 25. The Istanbul correspondent of the United Press states that the negotiations for a Balkan peace bloc will be resinned, with Greece. Turkey, Rumania and Yugoslavia doing their utmost to ensure Bulgaria ’s participation, with Italian and Hungarian par--1 icipation uncertain. The "New York Times” Rome correspondent believes that the formation of the new Rumanian Cabinet has brought the war nearer to the Balkans. Rumania’s defiance of Germany and Hungary automatically aligns her with Greece. Turkey, Britain and France. The crisis evidently has surprised Italy, who, if she continues her support of Hungary, must align with Germany, which she does not desire, at least militarily. In this connection Italy's ostentatious announcement of the success of her commercial negotiations with Hungary is significant. The correspondent adds that the efforts for a peaceful settlement are continuing but with potential repercussions, such as that Italy, which has felt her non-belligerency safe till the spring, must face the possibility of the Balkans and hence herself soon becoming involved in the war.
