JAPANESE INTERFERENCE IN CHINA WITH AMERICAN TRADE AND NATIONALS. STATEMENT BY MR WELLES. By Telegraph—Press Association—Copyright. (Received This Day, 11.20 a.m.) WASHINGTON. November 20. Mr Sumner Welles (AssistantSecretary of State) said he views seriously continued interference by the Japanese military authorities with American trade and nationals. “Official reports,” he stated, show that interference is increasing, despite warnings. The United States considers that her citizens have every right to trade in China without interference.”
