Tlie Tokio correspondent of the United Press of America says foreign diplomats understand that the Soviet Ambassador. M. Smetanin. has started conversations with the Foreign Minister, Admiral Nomura, which M. Smetanin hopes will end in an understanding of far-reaching scope. The German Embassy is following the negotiations carefully but there is no positive indication that Japan is ready to consider a non-aggression treaty with Russia, despite the fact that the army has been openly conciliatory toward Russia in the past month.
