RUSSIA SEEKING PACT WITH TURKEY MOVE FOR THE REOPENING OF NEGOTIATIONS. BRITAIN & FRANCE TO BE CONSULTED. By Telegraph—Press Association— Copyright LONDON. November 16. The "Daily Herald's” Istanbul correspondent says that M. Tarentjev. the Soviet Ambassador, has asked Turkey whether she is willing to reopen negotiations with Russia. He suggested that Russia might be ready to sign the pact originally proposed if Turkey would agree to the reservations M. Molotov sought in connection with the pact between England, France and Turkey. Britain and France agreed to these reservations before further Russian demands interrupted the conversations. Turkey, it is understood, told M. Tarentjev she must first, consult Britain and France.
