Negotiations between Finland and Russia are at present suspended on account of the commencement of celebrations extending over three days in the Soviet. M Molotov said that no effort to draw the Soviet Union into the war could succeed. THE WESTERN FRONT. The Western Front is reported to be generally quiet. The Germans tried to occupy an island in the middle of the Rhine, but were driven off. French planes have made another reconnaissance flight over Germany. The Belgian Government has protested against German planes flying over Belgium. AMERICA AND JAPAN. The chairman of the Senate Foreign Relations Committee states that unless relations between the United States and Japan improve the United States may place mi embargo on any or all American exports to Japan.
