RUMANIAN PROPOSAL TO TURKEY. Ry Telegraph—Press Association —Copyright. LONDON. November 4. It is reported from Athens that the Rumanian Charge d'Affaires handed the Turkish Foreign Minister, M. Saracoglu. a proposal to create a group of neutral Balkan States, including Bulgaria. A similar memorandum was submitted to the other Balkan capitals. Yugoslavia has prohibited emigration. says a Bucharest message. It is announced in Sofia that an Italian-Bulgarian supplementary trade protocol has been signed. In a two-minute speech from the balcony of the Piazzo Venezia, Signor Mussolini declared that Italy was strengthening her forces for the future.
