After announcing that one German battleship of the Deutschland type was operating in the Atlantic the First Lord of the Admiralty (Mr Winston Churchill), in reply to a further question whether adequate steps were being taken to prevent German submarines using the West Coast ports of Eire for refuelling, said responsibility for its territorial waters rested with the Eire Government. Elsewhere the Royal Navy was doing its best.

M Molotov's speech followed the lines generally anticipated, particularly in its reaffirmation of Russia's neutrality, which must inevitably' disappoint Herr Hitler. The “Daily Mail” states: “Russia is not out to help Germany. Britain, France or any other foreign nation. She is out to help Russia."
