The Moscow correspondent of the “New York Times” says that diplomatic circles believe that Russia’s contraband Note was presented because Germany insisted after the collapse of the peace offensive on fulfilment of the agreement to consult and act appropriately. He adds that the lame conclusion and harmless threats to claim compensation seem to rule out bellicose intentions.
