OPINION IN SOUTH AFRICA. CHANGE IN REACTIONARY CENTRES. By Telegraph—Press Association —Copyright. (Received This Day, 1.5 p.m.) LONDON, October 25. The Exchange Telegraph Company's Johannesburg correspondent states that opinion throughout the Union is strongly swinging towards the policy of General Smuts. Zoutpansberg, a reactionary centre, is now solidly for Smuts. The Witwatersrand United Party and its branches are 92 per cent for the Government.
