The Tokio cm,‘respondent of the United Press of America says Japan has pushed her efforts to improve her relations with the United States and find a ground for the solution of her difficulties with Russia, but the indications are that she is meeting difficulties with both. A date has not been set for conver--sations between Mr Nomura and Mr I Grew (U.S. Ambassador) about a temporary agreement after the expiration of the commercial treaty on January 26, 1940. The Japanese Press reports that the United States is contemplating some I active intervention in China. The 1 Domei News Agency says important’ 1 proposals have been made to Washing- 1 ton through the American Ambassador < in China, hinting that they are linked < with the suggestion of the Chinese For- < eign Minister in Chunghui that the « United States was in a favourable posi- > tion to act as a mediator to bring the < Sino-Japanese hostilities to an early t end. s The difficulty of the negotiations with Russia is increased by reports of Rus- C sian military aid to China. s A Montreal message says diplomatic I circles in Washington say Mr Cordell £ Hull is without information regarding s any Chinese proposal that the United r States should mediate in the Japanesr 1 conflict. r . r c
