UNITED STATES CONTROL MEASURES IMPORTANT-AMENDMENTS TO BILL. TASMAN & OTHER TRADE EXEMPTED. By Telegraph—Press Association—Copyright. WASHINGTON, October 24. Important amendments to the Neutrality Bill were approved by the Senate today. One permits American vessels to carry cargoes, except arms, to certain belligerent ports, exempting from the limitations ports on the Tasman Sea and ports reached through the Gulf of Maine, the Bay of Fundy. the Pacific and Indian Oceans, and the China and Arabian Seas. Ordinary goods shipped on American vessels are exempted from the title transfer provision. Another amendment requires private purchasers in belligerent countries also to pay cash for arms. Senator T. Connolly (Democrat), speaking on the first amendment, said the real object was to permit trade with Cape Town. A proposal by Senator Taft to prohibit ships from passing within 300 miles of Europe on their way to neutral countries was rejected by 71 votes to 18.
The Senate also approved of inland commerce with Canada and Mexico being allowed to continue normally. The Vice President. Mr John N. Garner, wielded the gavel in the Sen • ate today to push the business along at a speed that brought protests from the floor and an irritated exchange between the Chair and one Senator. MiGarner replied to the protests:—-“I am not trying to railroad anything, but there won’t be any horse and buggy business in the Senate while I am running it.”
