A special correspondent of the “Her-ald-Tribune,” who has returned after six weeks in South America, states that the overwhelming majority of the people in Argentine and Brazil are against participation in the war but feel strongly on the side of the Allies. The Russian-German pact has disillusioned the military experts who had admired German military efficiency. The consensus of opinion is that a German victory would be a catastrophe for the world. In Rio de Janeiro yesterday President Vargas, in an address, stressed Brazil’s neutrality. “We regret the war in Europe,” he said, “but we are fai from the belligerents and are not linked to them by language or customs, or even economically. Brazil s interference is unjustified and she is pledged to co-operate with the remainder of the Americas in maintenance of peace.
