UNITED STATES NAVAL CONSTRUCTION. ERRORS IN SHIP DESIGNING REVEALED. By Telegraph—Press Association—Copyright. WASHINGTON, October 15. Major reorganisation of the Navy Department is to be carried out as a result of the revelation of faulty design in the construction of new units, particularly the 12 1600-ton destroyers of the Anderson class, five of which have been commissioned and have shown insufficient stability in some conditions. Tlte changes include the transfer of Rear-Admiral Harold G. Bowen, former chief of the engineering bureau, to the command of the naval research laboratory: Rear-Admiral William S. Dubose, former chief of the construction bureau, to the command of the model basin; and Captain Allan J. Chantry, former chief of the design section to the Philadelphia navy yard.
