NOT PRESSURE MOVE
THE AMERICAN MESSAGE TO RUSSIA INTEREST IN MAINTENANCE OF PEACE. STATEMENT BY PRESIDENT. By Telegraph—Press Association—Copyright. (Received This Day, 9.5 a.m.) WASHINGTON. October 13. President Roosevelt at a Press conference: said the American representations to Russia yesterday were merely an expression of interest. "I hope,” he said, “that nothing will be done to disturb the peaceful relations of the Baltic or the independence of Finland.” He added that diplomatic action should not be construed in any way as a pressure move by the American Government, which therefore was withholding at present the text of the representations. They were in the form of a personal message from the President, addressed to M Kalinin. Despite visits of Scandinavian diplomats President Roosevelt said there was no suggestion for joint action. The President’s message was inspired only by a fear that the Baltic situation was heading for an extension of the war. He declined to comment on the Dietrich statement, saying it was without the official word of the German Government.
