SOUGHT ON NEUTRALITY BILL ADMINISTRATION EFFORTS IN WASHINGTON. HOPES OF TWO TO ONE MAJORITY By Telegraph—Press Association—Copyright WASHINGTON, October 12. Tlie Administration leaders intensified their efforts tonight to secure an early vote on the Neutrality Bill. Senator Barkley, the majority leader, announced that there would be a session on Saturday and expressed the hope that the general debate would end at the weekend. The Administration is still counting on a two-to-one margin in the Senate and is endeavouring to secure a vote before any new event abroad alters the situation here. The Administration is also spurred by reports that the repeal margin in the House of Representatives is narrowing. It was revealed during the day that Senator Shavez (New Mexico) had joined the Isolationists. The President’s. spokesmen were confident, however, that they could secure the passing of the Bill when they wished. They prefer not to take unnecessary chances with the fluid situation in Europe and are also concerned lest the House of Representatives begin to “play up” the question. Presidential discretion alone appears to be the hurdle to the drafting of an amendment liberalising the proposed restrictions on American shipping. Both sides are optimistic of achieving a compromise. ARMS PRODUCTION DEVELOPMENT IN CANADA. CONCERN IN UNITED STATES. NEW YORK. October 12. The Washington correspondent of the “New York Times” says it is reliably learnt that the British Government has allocated about 100,000,000 dollars as an initial outlay in the industrial development of Canada. Concern is developing over the possibility of considerable American production being forced across the border if the arms embargo is not lifted. It is asserted that there are no legal bars. American aeroplane and armament manufacturers are organising limited companies under Canadian laws and exporting from Canada and extending credits to the British Government.
