AMERICAN APPROACH TO SOVIET REGARDING RELATIONS WITH FINLAND. EXPRESSION OF EARNEST HOPE. By Telegraph—Press Association—Copyright. (Received This Day, 9.15 a.m.) NEW YORK, October 12. The Washington correspondent of the United Press Association reports that it is authoritatively stated that the United States is expressing to the Soviet “its earnest hope that nothing will occur calculated to affect injuriously peaceful relations between the Soviet and Finland.” The action of the United States is unilateral, entirely independent and without similar representations from other Powers. The American Ambassador, Mr Steinhardt, visited the Kremlin today and saw M. Molotov. APPEAL TO ALLIES SPEEDILY TO HALT WAR. ALARM IN SCANDINAVIA. STOCKHOLM, October 12. Alarmed at Russia’s strides toward domination of the Baltic, the Scandinavian Powers are urging Britain and France speedily to halt the war. The evacuation of Finnish cities continues. The “protection corps” now numbers 100,000 but it is emphasised that this does not constitute mobilisation. The Finnish delegate, M Paaskivi, has no authority to conclude an agreement in Moscow. The decision rests with Parliament. The Finns are clinging desperately to the hope of United States intervention.
