USE OF THE WHIP. The whip is not carried for the sole purpose of castigating a horse unless absolutely necessary, but it is a very necessary part of a rider’s equipment. It is merely necessary to show it to a horse to make him gallop or straighten him up to his work. Winning Rival would in all probability have missed the Dunedin Guineas if her rider had deprived of his whip, and lack of one resulted in Spearthrust being a certainty beaten in the Clarendon Handicap. This is the second race lost by Spearthrust that he should have won. At the Dunedin winter meeting Spearthrust was kept so far out of his ground that a belated run carried him into a place instead of an earlier one making it a sure win. It forms a record in the history of the Melbourne Cup for a Dunedin owner to have two horses engaged in the race. Mr J. Richardson has both Royal Order and Aranui in the big race run at Flemington. The Minister of Finance has advised racing clubs which have entered protests that having in' mind the present budgetary position, it is not possible to accede to the clubs’ request to have the 1 per cent rebate of totalisator duty reinstated.
