A National Assembly will meet at Lemberg. One deputy will represent every 50.000 of the population. There will be universal direct suffrage and a secret ballot. All over the age of eighteen, irrespective of race, nationality, religion, class or property ownership will vote. The right to nominate candidates, however, is confined to peasants’ committees, factory workers’ meetings and groups of intellectuals .The Assembly will approve the nationalisation of banks and Industry.
