Yet another visit to Moscow is being made by the Estonian Foreign Minister, M. Seller, who, at the head of a delegation, arrived at the Moscow airport, a quarter of an hour after the German Foreign Minister, Herr von Ribbentrop. Russian aeroplanes are reported to have flown over Tallinn today, and it is persistently rumoured that Estonia is prepared to agree to the demand for bases on the Estonian coast. The Moscow correspondent of the “New York Times” reported that M Setter, after protesting against the violation of Estonian frontiers by Soviet planes, nevertheless decided to yield to the Soviet demands in view of the impossibility of obtaining help in resisting a Soviet invasion. It is thought possible that the demands might not include an actual occupation of Tallinn, but the Soviet might be content with the installation of garrisons on certain Estonian islands commanding Tallinn, coupled with special privileges for the use of Tallinn as a port.
