REPORTED AGREEMENT Settling Black Sea Problem SUPPLEMENTING PACTS WITH BRITAIN AND FRANCE DEFENSIVE ALLIANCE ANTICIPATED (By Telegraph.—Press Association.—Copyright.) MOSCOW, September 28. Reliable reports from. Ankara state that the Turkish Foreign Minister, M. Saracoglu, will sign a pact before he leaves Moscow settling' the Slack Sea and eastern Balkan problems with Russia. The pact will supplement Turkey’s pacts with Britain and France covering' the Mediterranean and western Balkans.
The Turko-Russian pact inciuues.— First, the organisation of a Black Sea bloc, including Rumania, Bulgaria and Turkey. Secondly, the closure of the Straits to all foreign warships, including British. Thirdly, the return of Rumania’s Dobruja province to Bulgaria. Russia renounces all claims to Bessarabia. It is learned that Britain has approved of the Turco-Russian pact as
lengthening the anti-aggression front begun with Turkey’s accord with Britain and France. It is also stated that Russia.sees no conflict between this pact and Turkey’s tics with Britain and France. The latest reports from Paris state that a three-Power pact between Britain, France and Turkey is likely to be signed within two or three days and will embrace a defensive alliance outlining the fullest co-operation in case of a German move against the Balkans.
