A total of 150 Deputies are in active service, and even during leave are not allovzed to attend meetings except in a special emergency, which Parliament , might decree during the war. Therefore serving Deputies are empowered to transfer their votes to colleagues. A new decree enables soldiers on active service to marry by proxy gratis. The 11 days’ wait between publication of the banns and performance of the ceremony is abolished.
