CONSTITUTIONAL INNOVATION IN FRANCE. MANY DEPUTIES ON ACTIVE SERVICE. By Telegraph—Press Association—Copyright. (Received This Day, 10.10 a.rn.) PARIS, September 20. The introduction of voting in the Chamber of Deputies by proxy marks a profound constitutional change. A total of 150 Deputies are in active service, and even during leave are not allovzed to attend meetings except in a special emergency, which Parliament , might decree during the war. Therefore serving Deputies are empowered to transfer their votes to colleagues. A new decree enables soldiers on active service to marry by proxy gratis. The 11 days’ wait between publication of the banns and performance of the ceremony is abolished.
