FLIGHT OF THE POLISH GOVERNMENT PRESIDENT’S FAREWELL t PROCLAMATION. FAITH IN ULTIMATE VICTORY. (Received This Day, 12.25 p.m.) PARIS, September 18. President Moscicki has issued a proclamation to the Polish people stating that the Government is fleeing to a place of safety, “assuring full authority and guarding the interests of the Republic ... I have an unalterable faith that Poland will emerge victorious from this fight.”
