HUNGARIAN MINISTER’S WARNING RELATIONS WITH RUMANIA. PROPOSALS FOR MINORITY PACT. By Telegraph—Press Association —Copyright LONDON, September 15. The Budapest correspondent of the Associated Press of Great Britain states that the Foreign Minister, Count Csaky, has issued a warning that the situation of the Hungarian minority is considered “serious.” He added that Rumania’s answer regarding Hungary’s proposals for a minority pact was still delayed. “Behind the unshakable determined will of our leading statesmen is the Hungarian army, daily increasing both in weapons and determination to protect the soil of its working people,” he said. The Rumanian Legation in Paris has called on all Rumanians of military age to return home from France immediately. The Hungarian Prime Minister Count Teleki, yesterday made the statement that Hungary intends to remain neutral in the present war. She could not adventure because of her geographical position, he said. ITALIAN MOVE PEACE IN THE BALKANS. ROME, September 15. Italy, Yugoslavia and Greece are reported to be negotiating for an agreement which will guarantee a Balkan peace.
