The Minister of Native Affairs, Mr Reitz revealed in a speech that Gen eral Het'tzog’s neutrality decision was taken without consulting either Cab inet or the party caucus. Genera' Her'zog said: “I am Prime Ministei and I have decided this.” Some of the ministers unavailingly appealed for four days for’reconsideration. Mr Reitz added: “Speaking as an old Republican and Boer War veteran who went to Madagascar rather than submit to the British, I say neutrality for the Union would have been impos ■ sible without shame.”
