Lord Halifax, in the House of Lords, threatened reprisals if the Gorman forces harrass civilians, commenting that, if true, the'German announcement regarding- the bombing of open towns is a direct contradiction of the statement of purpose made in Herr Hitler’s Reichstag speech. Lord Halifax added: “There can be no sort of justification for indiscriminate bombardment of the civilian population.
