HOPES OF NEUTRALITY BUT PEOPLE NOT ASKED TO CLOSE MINDS. WORK FOR PEACE TO BE CONTINUED. (Received This Day, 1.50 p.m.) WASHINGTON Sept. 3. President Roosevelt, in a nationwide wireless address, again predicted the nation’s neutrality, but insisted that he did not ask the people to close their minds and consciences, and pledged the United States to continue its work for peace.
