■ CONSIDERED BV CABINET SETTLEMENT WITH RUSSIA SOUGHT. REGARDING MONGOLIAN FIGHTING. (Received This Day, 8.55 a.m.) NEW YORK, September 3. The American United Press says the Japanese Foreign Office has instructed the Moscow Embassy to seek an immediate settlement as regards the fighting on the outer Mongolian frontier between the Japanese and the Soviet and Mongol forces. • Cabinet, in a three-hour session, canvassed the advantages that Japan might derive in China while Europe was warring. Cabinet decided tentatively to seek assurances from the third Powers not to interfere in China. RELATIONS WITH BRITAIN REPORTED GUARANTEE OF NEUTRALITY. (Received This Day, 10.10 a.m.) NEW YORK, September 3. A New York station intercepted a 8.8. C. announcement that Japan had guaranteed her neutrality to Britain. HITLER IN UNIFORM TAKING COMMAND OF GERMAN ARMIES. PROCEEDING TO EASTERN FRONT. (Received This Day, 10.10 a.m.) NEW YORK. September 3. A Berlin correspondent of the United Press of America states that, dressed in uniform and with a bodyguard, Herr Hitler motored to the eastern front at 8.45 p.m., to assume command of the German armies.
