NEUTRALITY LAW
PRESIDENT NOT TAKING IMMEDIATE ACTION. (Independent Cable Service.) (Received This Day. 8.0 a.m.) WASHINGTON. September 1. It is learned that President Roosevelt will not take immediate action in applying the Neutrality Act or summoning Congress.
The Navy Department has formally notified all United States warships' personnel throughout the world tha’ Germany has invaded Poland, advising the Navy to conduct itself under international law as neutral.
